Jim Terry brings over 25 years of extensive experience in both the policy and campaign arenas offering a broad array of legislative, strategic, communications, and management skills that help clients build comprehensive, effective, and winning campaigns.

A long-time veteran of Capitol Hill, Mr. Terry has served as a campaign manager, political director, and advisor on some of the most high-profile races in the nation and at the National Republican Congressional Committee. He understands the legislative process literally in and out, having served as both a congressional Chief of Staff and Chief Executive at the Free Enterprise Fund, a non-profit advocacy organization dedicated to advancing free-market policies.

Since founding TDS Public Affairs in 2007, Mr. Terry has provided strategic communications, public affairs, grassroots, and paid media services to Fortune 500 companies, trade associations, and non-profit organizations. He has appeared on Fox News, CNN, and countless talk radio outlets across the country and has testified before Congress numerous times.

Jordan Powell

Jordan Powell

Partner, Digital

Jordan Powell is a longtime digital consultant for gubernatorial, congressional, state house, and issue advocacy campaigns across the country.

In 2016, he served as Deputy Campaign Manager for Governor Mike Huckabee’s presidential campaign, where he managed the day-to-day digital communication across all platforms.

In 2012, Mr. Powell served as Senior Advisor to Congressman Chuck Fleischmann’s re-election campaign. From January 2011 to February 2012, he served as Congressman Fleischmann’s press secretary in his Washington, D.C. office. Prior to that, he served as day-to-day manager and spokesman for Fleischmann’s 2010 campaign and as Assistant to the National Campaign Manager for Governor Huckabee’s 2008 presidential campaign.

Mr. Powell is a native Texan. He was born and raised in Arlington, attended high school in Greenville, and is a 2009 graduate of Baylor University. He enjoys traveling, playing golf, and spending time with his beautiful wife, Shawna, and two daughters, Adelaide and Annalise, in his spare time.

Tommy Behnke

Tommy Behnke

Senior Director, Public Affairs

Tommy Behnke has served in various political roles on the state and national level, most recently in the Washington, D.C. office and 2016 presidential campaign of Sen. Rand Paul (R-KY).

Mr. Behnke has managed campaigns and provided strategic messaging counsel for corporations, trade associations, and some of the conservative movement’s leading decision-makers and thinkers. In addition to his experience in the communications and legislative realm, he brings a deep appreciation for policy, having studied at and contributed to free-market think tanks.

Mr. Behnke’s personal political commentary has been featured in national outlets such as Fox News, Business Insider, and The Hill.

Matthew Brafman

Associate, Public Affairs and Research

Matthew Brafman is a midwestern-born political operative with a background in issue advocacy and love for policy.

A graduate of Oakland University, Mr. Brafman earned his Bachelor of Science in Public Administration and Public Policy. He brings a breath of political experience, having served in state legislative and congressional offices and on multiple political campaigns in the Michigan State House to the United States Senate. Most recently, Mr. Brafman advanced education reform efforts in Michigan’s northern rural communities while providing campaign services for multiple national super PACs.

In his spare time, Mr. Brafman enjoys hiking in our country’s national parks, reading about our nation’s founding, and discussing the pressing policy issues of the day at many of DC’s think tank roundtables.


Associate, Public Affairs and Research

Paige Boogaard is a lifelong DMV native with a background in political communications on Capitol Hill.

A graduate of the University of Alabama, Ms. Boogaard earned her Bachelor of Arts in Communication Studies and Political Science and then took her talents back to Washington, D.C. In her three years as a press aide on Capitol Hill, Ms. Boogaard gained experience in political writing and legislative research, furthering her passion for communicating the inner workings of D.C. to the general public.

Outside of the office, Ms. Boogaard enjoys reading, traveling, and spending time with friends and family. On any given Saturday in the Fall, you can find her cheering on the Crimson Tide, America’s favorite football dynasty.

Cassie Cohu

Associate, Operations

Cassie Cohu joined TDS after working in state-level politics, including a gubernatorial campaign. Ms. Cohu also has a background in education administration having worked for two major college institutions and a collegiate baseball team.

Cassie is well-traveled and has resided in a wide range of locales from the American South to the Middle East. But most of all, she enjoys time with her friends and family, fishing and, attending country music concerts.


Trisha Guenther


A Certified Public Accountant, Trisha brings nearly three decades of experience serving businesses large and small to her role at TDS. A graduate of the University of Arkansas at Little Rock, she is married with two children.
